New System for Development Plans
The new system of Development Planning has already started under the Town and Country Planning (Development Planning) (Scotland) Regulations 2008. This will replace the current Development Plan system of Structure Plans and Local Plans, although these will remain in use until new Plans are adopted under the new system.
The new Development Plan system for Perth and Kinross will consist of two tiers of Plans:
A Strategic Development Plan ('TAYplan') jointly prepared by Perth and Kinross, Dundee, Angus and Fife Councils. Work has started on the Plan and the Strategic Development Plan Scheme has been published.
The TAYplan team sought the public’s views on what they considered to be the cross boundary issues to be addressed by the plan. The consultation ran from 10 August 2009 and lasted 6 weeks, ending on 18 September 2009.
A single Local Development Plan to cover all of Perth and Kinross. The process is explained in the 'Local Development Plan Scheme' which includes the Council's participation statement and timetable. Submissions were sought to help in the preparation of the Main Issues Report.

What is the Main Issues Report (MIR)?
This stage of the Plan's preparation is to identify the main land-use planning issues within PKC’s area. As indicated within the Development Plan Scheme the MIR will set out the following:
Perth & Kinross Council's general proposals for development in the area and in particular proposals as to where development should and should not occur.
Contain one or more reasonable alternative sets of proposals; and
Draw attention to the ways which the favoured and alternative proposals differ from the spatial strategy of the existing plan.
To help with this, submissions were sought through a public consultation which ended on 30th June 2009, on land-use issues and proposed sites for development as well as matters such as provision of open space and community facilities in the area.
This is a summary of the 5 areas (from east to west) within the Braes of the Carse Conservation Group area for which submissions were submitted to PKC for consideration in the Main Issues Report.
1. ABERNYTE
Made by McCrae & McCrae on behalf of Mr and Mrs M Sands.  It is a proposal for “residential development which would mirror the existing housing on the opposite side of the road“.  A fairly detailed proposal the details of which are on http://www.pkc.gov.uk/NR/rdonlyres/47EAD749-5423-48CD-A050-5566BA1A6DD5/0/Abernyte_Ballindean.pdf (pages 3-14)
2. BALLINDEAN

(There is also a representation by The Orchard, Ballindean that the village of Ballindean should indeed be regarded as a settlement with the boundary promoted in the draft 2004 Local Plan retained.)
3. FLAWCRAIG
Made by G S Brown Construction in respect of a number of areas that they either own or have an interest in, Flawcraig being one of them.  This is the site currently occupied by buildings and enclosures for a game rearing business.  A “modest”housing development” (no specific numbers given) “to mirror the approved development proposals on the other side of High Carse Road”.

4. WESTOWN

(B)and (C)  Both submitted by Savills on behalf of Morris Leslie Group.  Fairly detailed submission requesting that the land at Valleyfield be allocated for a mixed use scheme centred on a new livestock auction mart and to also include a hotel, restaurant, car auction site and residential element.  It is stated that “extensive landscaping and planting schemes will allow the development to be sensitive to the surrounding landscape”.  There has obviously already been a lot of preparatory work put into this as a feasibility study in Feb 2009 is referred to and no doubt more detailed and expansive information will be submitted later. http://www.pkc.gov.uk/NR/rdonlyres/D35C0CEA-4B90-48CB-A71F-4AE7036FBAE0/0/Rait2.pdf (Pages 25-28)
5. RAIT
Made by MLTW Ltd, the land to which it relates, as in Ballindean, belongs to R Morgan.  It is a brief submission requesting the expansion of the village boundary to a “more logical and clear” settlement line which would allow natural residential expansion of the village”.  There is a plan but no specific numbers of houses. http://www.pkc.gov.uk/NR/rdonlyres/D35C0CEA-4B90-48CB-A71F-4AE7036FBAE0/0/Rait2.pdf (Pages 3-5).

As far as residential housing is concerned there seem to be large proposals for both The Grange and Errol airfield and Errol itself as well as sizeable proposals at The Horn, possible housing at Inchmichael  and further enlargement at Inchture and Longforgan.
